If, we go into time Tunnel, the era from 2003-2007, efforts were made to convert Pakistan Marine Academy to Pakistan Maritime University, so that different faculties of Maritime education may be established locally. Dedicated efforts were made and charter of university was approved, however the pioneer of Higher Education Commission Dr. Ata-ur-Rehman the most celebrated scientist came forward to take over PMA and strived to make this institution to a reputable house of learning with funding from HEC, however with the change of Govt. Dr. Ata-ur-Rehman left and thereafter Dr. Kalam Vice Chancellor, of N.E.D tried to takeover PMA but to no avail, as the concerned Ministry and bureaucracy opposed tooth and nail. The solution of PMA is in limbo, its trained cadets do not find jobs on ships except few accommodated by Pakistan National Shipping Corporation.
The Higher Education Commission was invited at lunch by MMSP to give presentation to Master Mariners Society of Pakistan. According to HEC sources, since the education body was established in 2002 by Dr. Ata-ur-Rehman, the output in terms of Research has increased many times, with research papers having increased from 815 in 2002 to more than 6000 in 2012. The share of Pakistan research has increased by 300 percent within the last 5 years.
Over the past years, thanks to Dr. Ata-ur-Rehman, that HECíS policy and programmes implemented by the country is the best practice example for developing countries.
Whilst HEC suffered funding crises in last government, the new government has allocated Rs. 57.4 Billion towards development of education.
Pakistan Marine Academy, has the land, but lacks funding and Academics to elevate it to the status of Maritime University, thus HEC in collaboration with Master Mariners Society of Pakistan (MMSP) may reconsider taking it over and making it a World Class University in Maritime faculties under Public & Private Partnership. It is a food of thought for posterity.
